Open Access Policy
Journal Oto Rhino Laryngologica Indonesiana (ORLI) is an open-access journal dedicated to supporting the global dissemination of knowledge in the field of Otorhinolaryngology–Head and Neck Surgery.
All articles are freely and permanently accessible online immediately upon publication. Under the Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0), users are permitted to read, download, copy, distribute, print, and link to the full texts of articles, or use them for any other lawful non-commercial purposes, provided that proper attribution is given to the original authors. No prior permission from the publisher or authors is required.
Publication Ethics & Malpractice Statement
Oto Rhino Laryngologica Indonesiana (ORLI) upholds the highest standards of publication ethics as outlined by the Committee on Publication Ethics (COPE) and expects all parties involved in the publication process—including the Editor-in-Chief, Deputy Editor-in-Chief, editors, reviewers, and authors—to adhere to these ethical principles.
All research involving human participants must comply with the Declaration of Helsinki, meet Good Clinical Practice (GCP) standards, and receive approval from an appropriate ethics committee.
1. Duties of the Editor-in-Chief
The Editor-in-Chief is responsible for ensuring the integrity, quality, and timeliness of the journal’s publications. Duties include:
- Leading and coordinating the entire editorial and publication process.
- Making the final decision on manuscript acceptance, based on editorial board and peer-review input.
- Appointing, evaluating, and guiding editorial board members to ensure active and competent contribution.
- Ensuring fair, unbiased, and timely handling of manuscripts.
- Maintaining strict confidentiality of submitted manuscripts.
- Ensuring the journal follows ethical publishing standards and COPE guidelines.
- Retracting or correcting published articles when necessary (e.g., due to error, unethical research, duplication, or plagiarism).
- Overseeing final editing, production, and quality assurance of published materials.
2. Duties of the Deputy Editor-in-Chief
The Deputy Editor-in-Chief supports the Editor-in-Chief in ensuring smooth editorial operations. Duties include:
- Assisting in manuscript handling, editorial coordination, and publication scheduling.
- Monitoring the progress of the peer-review and editing processes.
- Maintaining confidentiality of all submitted manuscripts.
- Providing input on editorial board performance and policy improvements.
- Recommending retraction or correction of articles when ethical violations or serious errors are identified.
3. Duties of Editors
Editors are responsible for evaluating submitted manuscripts objectively and professionally. Their duties include:
- Assessing manuscripts based on originality, methodological rigor, clarity, relevance, and contribution to the field.
- Ensuring all accepted manuscripts undergo thorough peer review by qualified reviewers.
- Maintaining confidentiality of manuscript content throughout the review process.
- Upholding accuracy, completeness, and clarity in published research, including adherence to journal guidelines.
- Communicating editorial decisions and required revisions clearly to authors.
- Recommending retraction or correction of articles with unreliable data, ethical violations, duplication, or plagiarism.
- Completing editorial tasks in a timely manner and informing the editorial office of any delays or conflicts of interest.
4. Duties of Reviewers
Reviewers play a crucial role in maintaining the scientific quality of the journal. Their responsibilities include:
- Providing objective, constructive, and timely evaluations of manuscripts.
- Assessing scientific validity, methodological soundness, clarity, originality, and ethical conduct of research.
- Reviewing revised manuscripts according to recommended corrections.
- Maintaining strict confidentiality and not sharing review materials with others.
- Declining to review manuscripts where conflicts of interest exist (personal, academic, financial, or competitive).
- Notifying the editor promptly if unable to complete the review by the agreed deadline.
5. Duties of Authors
Authors are expected to uphold the integrity of scientific publishing. They must:
- Submit only original works that have not been previously published or submitted elsewhere.
- Ensure the manuscript is free of plagiarism and fabricated or falsified data.
- Follow journal guidelines and applicable ethical and legal standards.
- Disclose any ethical approval and informed consent when research involves human participants.
- Provide accurate and complete attribution of sources.
- Ensure all listed authors made significant contributions to the work.
- Notify the editor immediately if significant errors are discovered after submission or publication.
- Agree that accepted manuscripts are published under a Creative Commons license as determined by ORLI, allowing appropriate non-commercial reuse with proper attribution.

All submissions must be made through the online submission system. Each manuscript will undergo an initial editorial evaluation and a subsequent peer-review process before a final decision is made.

All articles in ORLI are licensed under a Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0).
Under this license, readers are free to:
- Share — copy and redistribute the material in any medium or format;
- Adapt — remix, transform, and build upon the material;
as long as proper credit is given to the original author(s) and source, and the use is strictly non-commercial.
Commercial use of the material requires permission from the publisher and the authors.
Advertising Policy
Advertising does not influence editorial decisions or the content of the journal. All advertisements are clearly distinguished from editorial materials and will not appear in a format that may be mistaken for scholarly content.
The journal accepts advertisements related to medical, academic, scientific, and health-related products or services. Advertisements that are misleading, inappropriate, or conflicting with the mission of the journal will not be accepted.
Readers may submit comments or concerns regarding any advertisement to the editorial office. Advertisements may appear in the print or online version based on request.

Plagiarism Policy
Journal Oto Rhino Laryngologica Indonesiana (ORLI) upholds the highest standards of publication ethics and academic integrity. To maintain the quality and originality of published works, every manuscript submitted to ORLI undergoes a comprehensive plagiarism screening process before it enters peer review.
Plagiarism Detection
All submitted manuscripts are checked for textual similarity using the iThenticate software via Crossref Similarity Check. This tool compares the submitted manuscript against a vast database of academic publications, web content, and other scholarly works to identify possible overlap or duplication.
Manuscripts with a similarity index exceeding the journal’s acceptable threshold or showing evidence of plagiarism, duplication, or fabricated data will be rejected immediately or returned to the author for revision before further consideration.
Editorial Responsibility
The editorial team evaluates the similarity reports and determines whether the overlap is acceptable (e.g., in methodology descriptions or standard references) or constitutes unethical duplication. The final decision regarding plagiarism rests with the Editor-in-Chief.
Cases of suspected plagiarism, data falsification, or redundant publication are handled according to the Committee on Publication Ethics (COPE) guidelines. When necessary, ORLI may contact the authors’ institutions or relevant authorities to ensure ethical resolution.
Author Responsibilities
Authors are expected to submit only original manuscripts that have not been published elsewhere and are not under consideration by other journals. Proper citation and acknowledgment must be given for any ideas, text, data, or figures derived from other sources.
Before submission, authors are strongly encouraged to use plagiarism detection software (such as iThenticate or Turnitin) to verify the originality of their manuscripts.
Post-Publication Policy
If plagiarism or research misconduct is identified after publication, the editorial team will investigate the case following COPE procedures. Depending on the severity, the journal may issue a correction, retraction, or expression of concern, and notify indexing databases as appropriate.
Archiving Policy
The Oto Rhino Laryngologica Indonesiana (ORLI) Journal ensures that all journal content is securely preserved and accessible for the long term. ORLI employs several digital archiving systems to guarantee that articles remain available even in the event of technical or operational disruptions to the journal’s main website.
All published articles are archived in:
- LOCKSS (Lots of Copies Keep Stuff Safe) – a community-based archiving system that enables libraries to store permanent copies of the journal.
- PKP Preservation Network (PKP PN) – a dedicated service for OJS journals that provides automated long-term preservation.
Through these mechanisms, ORLI ensures that every article remains accessible, discoverable, and protected from risks of loss or deterioration.
